Decision on measures to improve the material and financial position

On the basis of Article 40, paragraph 1, item 22) of the Statute of the Public Enterprise "Post of Serbia", Belgrade ("Official PTT-Gazette", nos. 1094/17, 1261/19, 1432/21 and 1596/23), and in connection with the suspension of work of a certain number of employees in the Public Enterprise "Post of Serbia", Belgrade, which is not organized in accordance with the Law on Strikes ("Official Gazette of the RS", nos. 29/96, 101/05 - other law and 103/12 - CC),

I hereby bring the

DECISION ON MEASURES TO IMPROVE THE MATERIAL AND FINANCIAL POSITION OF THE EMPLOYEES IN THE PUBLIC ENTERPRISE "POST OF SERBIA", BELGRADE

Point 1.

This Decision establishes measures to improve the material and financial position of employees in the Public Enterprise "Post of Serbia", Belgrade (hereinafter: the Enterprise).

Point 2.

In order to promote and improve the provision of the Enterprise’s services, it is proposed to establish promotional prices for the services of collecting postal items in post offices or at parcel machines.

Point 3.

Depending on the type of work, the criteria for rewarding employees in the positions of mailpersons, delivery drivers, motor vehicle drivers, counter workers, technicians, independent technicians, post office managers, cashiers, controllers, chief controllers are determined. 

1) Mailpersons and couriers are entitled to compensation in the amount of 10.00 dinars per delivered registered postal item in domestic and international traffic (Post Express item, parcel, insured, registered item, court letter, etc.).

In the case of delivery of five or more registered postal items to the same recipient (natural or legal person), a fee of 50.00 dinars is recorded for all delivered items to the specified recipient (fee per address-recipient).

Post offices (managers and controllers) record the number of delivered registered items, i.e. the number of delivery address-recipients.

2) Deliverers are entitled to compensation in the amount of 10.00 dinars per collected Post-Express item.

In case of collection of five or more Post Express items from one recipient (natural or legal person), a fee of 50.00 dinars is recorded for all collected items from the specified sender (fee per address-sender).

Post offices (managers and controllers) record the number of collected Post Express items, i.e. the number of collection addresses-recipients.

3) Counter workers and technicians in post offices, post office managers of the IV and V ranks with the monthly productivity of the employee have the right to compensation, namely:      

- for productivity of 60% to 70%, a fee of 180.00 dinars per working day is determined,

- for productivity of 70% to 80%, a fee of 340.00 dinars per working day is determined,

- for productivity from 80% to 100%, a fee of 500.00 dinars per working day is determined,

- for productivity above 100%, a fee of 650.00 dinars per working day is determined.

4) Post office technicians in regional postal and logistics centers/postal centers, motor vehicle drivers and controllers (working time standard 6.40,7+5 and eight-hour working time)* are entitled to compensation in the amount of 650.00 dinars per working day.

5) Technicians I, technicians II, independent technicians in the Working Unit "Hybrid Post"/Call Center (standard working hours 6.40, 7+5 and 8 hour working hours)* are entitled to compensation in the amount of 650.00 dinars per working day .

6) Post office technicians in the regional postal and logistics center, motor vehicle drivers and controllers (shift work - "rotation, every other night, every other day")* are entitled to compensation in the amount of 1,200.00 dinars per working day.

7) Post office managers without ranks and of ranks I-III, chief controllers, controllers and cashiers, if the monthly productivity of the post office to which they organizationally belong/in which they perform work is greater than 90%, they have the right to compensation in the amount of 500.00 dinars per working day .

8) All employees (outside working hours, using their own vehicle) are entitled to 20% of the postage per weight for delivered parcels and Post Express items.

*Those employed as technicians in the post office (managers, superintendents, regular workers, etc.).

Point 4.

Exercising the right to compensation in November and December 2023 is not conditioned by the signing of the contract with "PostPRO", Belgrade. 

Point 5.

It is necessary that all directors/assistant directors of WU/RWU/AU visit all post offices and postal centers in their area in the next 48 hours and present the above measures through examples of the amount of monthly allowances for employees in their area, by category.

Point 6.

This Decision enters into force on the day of its adoption.
